Renters’ Rights Bill – What Landlords Need to Know
The Renters’ Rights Bill is due for review in the Commons on Monday, 8 September and is expected to become law by the end of the month. The Bill is now at its final stage (Consideration of Amendments), though most proposed changes are unlikely to be accepted.

Early 2026 – Main reforms start (January at the earliest, more likely March/April).

Grace periods expected for more complex measures (e.g. PRS database).
What’s likely to change first:

End of Section 21 ‘no-fault’ evictions.

Move to open-ended periodic tenancies.

Section 8 grounds for possession strengthened.

Rent increases capped at once a year via Section 13.

Ban on rent bidding wars and more than one month’s rent upfront.

New tenant rights: pets, protection from discrimination.

Paul Shamplina (Landlord Action): Court system is not ready; without investment, landlord confidence may fall.

The other 84% admit they’re not up to speed:
